Soft Proposals Sought for Marshall County Home
Marshall County Commissioners seek a new use for the National Register listed Shady Rest Home located east of Plymouth on the historic Lincoln Highway National Byway. Soft proposals for the property are due September 5, 2017.
The Shady Rest Home property is located at 10924 Lincoln Highway, approximately three miles east of the City of Plymouth. The property includes 5.0 acres with the home, a large bank barn (40’ x 80’) and a newer garage (24’ x 48’). The home was constructed in 1892 as the Marshall County Infirmary for residential care. The building has approximately 17,000 square feet on the first floor and 6,000 square feet on the second floor. The original part of the building contains ten offices (first and second floor). The dormitory area is newer, c.1980, and contains 24 sleeping rooms and two group bathrooms. The rear part of the building has a full-service, commercial style kitchen, laundry, and support rooms, as well as second floor living quarters. The building is listed in the National Register of Historic Places, which opens up the availability of the Federal Rehabilitation Tax program to assist in renovation costs.
A rehabilitation project in 2004 upgraded the group bathrooms for modern compliances, restored the exterior, installed fire alarm and sprinkler systems, and completed other mechanical upgrades. The building’s water system is provided by a well but it is on city sewer. Monthly utility costs are approximately $5000 if fully-staffed and housing about 48 residents.
Commissioners are accepting proposals that demonstrate logical planning, the ability to sustain operations, and offer substantial public benefit. Those submitting qualifying proposals will be invited to present more detailed project outlines at a later date.
Soft proposals should not exceed three pages and indicate use, ownership structure, ability to sustain operations and maintenance, and approximate number of individuals who would benefit from services provided.
